What Happened: Weekly Legislative Review- February 22nd to February 26th
Highlights:
· The Senate Education Committee carried over a bill Wednesday that would require universities to maintain online check registers. It was noted by members of the committee that with a little more time they thought they could reach a consensus on the bill and give it a favorable report. A similar bill was introduced in the House on Wednesday.
· At the Wednesday budget deliberations by the Ways and Means Committee, members gave approval to a proviso (#54) that would impose a 30 cent surtax on a pack of cigarettes
· The Ways and Means Committee approved a draft budget Thursday afternoon.
Good Bill of the Week:
· S. 1229 – The Economic Incentive Transparency Act
o Introduced by Senators Davis, Mulvaney, Shoopman, Campsen, Bryant, Rose, Verdin and Bright to provide that targeted tax incentive legislation must be introduced as separate legislation from other incentives or business subsidies, and must have a recorded vote on second and third reading.
