What Happened: Weekly Legislative Review- May 10th to May 14th

Highlights:

  • The Senate Rules Committee took up S. 1365, a resolution that would change the Senate rules to provide more transparency through recorded votes on the uncontested calendar and some motions.  The Rules Committee amended the bill, and it was passed unanimously.  Having passed unanimously, the bill was introduced in the Senate Wednesday afternoon as a Rules Committee bill, and the bill number was changed to S. 1437.  The bill has been placed on the Special Order calendar, making the bill a priority.       

·         The House did not take up the Senate amendments to the state budget.

 

Worst of the Week:

·         Both the House and Senate voted to override the Governor’s veto on the cigarette tax.  The House voted Wednesday 90-29 to override the Governor’s veto, while the Senate voted Thursday 33-13 to override the Governor’s veto. 

 

House

·   S. 1066 – Tax credit for 100% of an amount contributed to the South Carolina Small Manufacturers' Retention and Growth Fund.

o   Status: Debate on the bill was adjourned until Tuesday, May 18th

·   S. 1356 – Approving regulations of the State Board of Education, relating to the South Carolina Virtual School Program.

o Status: The bill was read a 3rd time and enrolled for ratification

·    S. 405 – Watercraft property tax exemption

o   Status: Debate on the bill was adjourned until Tuesday, May 18th

·   S. 915 – Extending all aspects of the South Carolina Community Economic Development Act until June 30, 2015.

o   Status: Debate on the bill was adjourned until Tuesday, May 18th

Senate

·  S. 391Creating the Workforce Department Appellate Panel

o   Status: Returned to the House with amendments

·  S. 1057 – Proposing tax credits for the installation of fire sprinklers, and creating a study committee to expand and develop the tax credit program

o   Status: Amended, debate on the bill was interrupted. The bill is currently on the Special Order calendar.  

·  S. 642 – Prohibiting individuals under the age of eighteen from driving a vehicle while using a cell phone.

o   Status: Set for Special Order
