Highlights:
· The regular session of the General Assembly ended Thursday. The House and Senate will return on June 15 for up to 3 days to address the governor’s vetoes and other matters provided for in their Sine die resolution.
· The House amended and passed S. 1054 – a bill that would allow counties that create multicounty business parks to designate all or a portion of the park as a designated economic development site – this week. The Senate did not take up the amendment prior to its adjournment, but may still take up the bill when they return on June 15.
· The Senate amended and passed H. 4478, the Economic Development Competitiveness Act. There was an objection in the House to immediate consideration of the bill and its amendments, which means that the House will likely take up the bill when they return June 15.
Budget Highlights:
· The conference committee report on the state budget was adopted by the House and Senate yesterday and now goes to the Governor.
· Wednesday afternoon the House voted against the adoption of the conference report, but reconsidered that vote Thursday, adopting the conference report 64-54.
· The Senate also failed to adopt the conference report on its first vote (20-20) Thursday; however, that vote was reconsidered, and the report was adopted 22-16.
House

· H. 4542 – Ethics Investigations
o Status: Passed both chambers and enrolled for ratification
Senate
· S. 783 – Adding 3 members to the Patriots Point Development Authority
o Status: Passed both chambers and enrolled for ratification
· S. 104 – Limiting liability for agritourism
o Status: Passed both chambers and enrolled for ratification
· S.717 – Allowing sales and property tax exemptions for a Chester County economic development project
o Status: Passed both chambers and enrolled for ratification
· H. 4516 – Permits for the sale of beer and wine
o Status: Passed both chambers and enrolled for ratification
· H. 3835 – Hydrogen Permitting Act
o Status: Passed both chambers and enrolled for ratification
Bills that didn’t pass:
Senate
· S. 1437 – To change the Senate rules to require all voice votes for all Senators who answer the daily quorum call be recorded in the journal as voting "aye," unless senators request otherwise with the Senate Clerk
· H. 4343 – To require the General Assembly appropriate funds to the South Carolina Aeronautics Commission for the purpose of developing the South Carolina Air Service Incentive and Development Fund
House
· H. 3047 – Requiring roll call votes on certain bills and joint resolutions at various stages of passage
· H. 4282 – To prohibit drivers from using a text messaging device or hand-held phone
