Education Expert Testifies Before House Education Committee

Dr. Bryan Hassel testified before the House Education Finance Act Study Committee Tuesday to explain how the state should streamline education funding in South Carolina. Committee Chairman Representative Jeff Duncan (R-Laurens) invited Hassel to explain his recommendations, which were published in a 2007 Policy Council study. That study recommended the state should allocate money based on students rather than programs.
Dr. Hassel, a Rhodes Scholar with a PhD in Public Policy from Harvard University, explained that approximately half of state education funding - $1.2 billion ? is distributed to school districts under a complicated stream of 74 revenue codes. Each of these revenue codes provides narrow guidelines for how money can be spent, which prevents districts from implementing new, innovative ideas in the classroom.
