Covering Carolina Collaborative is Medicaid Expansion, Not Reform

The new plan proposed by Carolina Collaborative would represent a huge growth in the Medicaid program but would do nothing to reform the waste, duplication and fraud in the current system. In addition, the plan is funded solely by a cigarette tax increase, which by just the second year will not provide sufficient revenue to sustain the program.
